American Indian-Alaska Native Head Start Communities

Intent to Apply for Training/Technical Assistance Contracted Positions: Region 11

The Administration for Children and Families (ACF) is implementing a new Head Start training and technical assistance (T/TA) system that will be managed by ACF Regional Offices. (The term Regional Office includes the American Indian/Alaska Natives Branch and the Migrant and Seasonal Programs Branch.) This system will be supported with contractual assistance. A contract to do this will be competitively awarded in each Regional Office within the next few months.

In order to expedite implementation of this system, Region 11 is requesting information from any individual interested in being considered for one or more of the positions to be available after the award of this contract. We anticipate the contractor will be working to fill these positions by the end of July, 2003. Please submit your resume by July 1, 2003.

These positions include Regional T/TA Managers, Program Content Experts in each of four areas (Health, Disabilities, Early Literacy, and Fiscal/Administration/Management) and local T/TA Specialists. The positions will have a full-time work schedule and may, at the Government's discretion, be funded for up to a five year period. Candidates for these positions should have appropriate educational background and experience. A description of the duties of each of these positions may be found by looking in the "What's New" section of the Head Start Bureau web-site http://www2.acf.dhhs.gov/programs/hsb/.

The Regional T/TA Managers and Program Content Experts will be based in Washington, DC. Local T/TA specialists will be out-stationed near their assigned grantees and would, in most cases, be expected to work out of their homes.

GENERAL MANAGER (FULL TIME - PERMANENT) Responsible for planning, organizing, directing the operational activities of Ketchikan Indian Community programs, KIC Tribal Hatchery and KIC Tribal Health Clinic. Assists the Tribal Council with policy planning, budget preparation, setting long and short-range organizational goals and objectives. Initiates and administers contractual commitments for KIC with governmental and non-governmental agencies. Requires considerable knowledge of Public Law, CFR pertinent to KIC, and Tribal Law. Ability to manage human and financial resources, to maintain effective working relations with Tribal members, employees, funding agencies, and the public. Requires minimum Bachelor's degree with 5 years experience.

Responsible for working with Indian/minority street youth and their families to provide comprehensive casework services for the purposes fostering healthy changes in behavior leading to reintegration into family, school and neighborhood communities. Primary focus will be on youth who have been involved in the juvenile justice system.

Duties and Responsibilities:
Provide knowledge of juvenile justice information and referrals to youth to include information on court process and options concerning their case. Develop case plans and assist court staff with supplemental information on client need and family history and refer for other services as needed. Provide court advocacy and assistance with probation and diversion planning. Supervise community service and facilitate compliance with probation terms and appointments. Conduct outreach to youth's homes, Department of Youth Services, schools, streets and other agencies as appropriate. Identify resources and provide support services to the youth
and family. Represent agency at provider meetings and collaborate with other service providers in client case staffing when necessary. Prepare case narratives and monthly/quarterly reports. Other duties as assigned.

Required Qualifications:
Bachelors Degree desired, but previous experience in juvenile justice advocacy work may be substituted. Car, valid Washington State driver's license, and insurance required. Ability to work with Native American and minority "street youth." Knowledge and awareness of the varied Native American cultures is desired. Salary: DOE, plus fringe benefits

Prosecutor, Governor's Office, Pueblo of Laguna
POSITION TITLE: Court Prosecutor
LOCATION: Governor's Office
GRADE: 18/1A STARTING SALARY: $25.33 PH/$52,694 PA

SUMMARY
The Court Prosecutor receives administrative supervision from the Governor's Office and is responsible for the assessment/evaluation, development and prosecution of all criminal matters on behalf of the Pueblo of Laguna.

DUTIES AND RESPONSIBILITIES
Assists law enforcement in obtaining search warrants, arrest warrants and subpoenas. Works with the juvenile and adult probation officers in the evaluation of appropriate recommendations for sentences and services. Serves as an active participant in the Child Protection Team in assessing child abuse and domestic violence cases in coordinating their investigation. Provides administrative guidance, support and direction to the Victim Witness Specialist. Assists in the development and funding of diversion programs for those prosecuted in criminal offenses. Assures that the Criminal Code, Family Protection Act and all other applicable codes are implemented and amended as necessary, and Maintains contact with various agencies and institutions including the Tribal Council, U.S. Attorney's Office, FBI Office, Federal Investigator, B.I.A. Investigator, Laguna Police Department, Tribal Court, tribal and federal victim specialists and those in social and healthcare services.

REQUIREMENTS

  • Education: Jurist Doctorate from an accredited law school and current bar membership in good standing required.
  • Experience: Three years experience in criminal law in either prosecution or defense is required. Experience in the criminal area of child abuse and domestic violence, preference given to Indian Law experience.
  • Knowledge and Skills: Excellent knowledge of criminal law and procedures; knowledge of Federal Indian Law including but not limited to the Indian Child Welfare Act, the Indian Civil Rights Act and the Victim of Crimes Act. Ability to initiate cases and related support services from conception to implementation. Must be able to competently prosecute criminal cases and represent the Pueblo of Laguna before the Laguna Court of Appeals.
  • Other: Must have current valid New Mexico Driver's License with no DWI convictions in the past three years on and off the Laguna Reservation. Must be able to pass a complete background investigation. Must be willing to commit to a minimum of one-year employment and be at Laguna on a full time basis. Pre-employment drug/alcohol test is required.

POSITION ANNOUNCEMENT

Tribal Liaison, EPA San Francisco EPA's San Francisco Office has a vacancy for a tribal liaison. The position is located in the Indian Programs Office, which works with 146 tribes in Arizona, California, and Nevada.

The selected candidate will assist 12 - 15 tribes in building and maintaining environmental programs by managing General Assistance Program grants, providing technical assistance, and acting as a liaison between tribes and EPA program offices.

Candidates should have a) experience in working for tribal governments, b) knowledge of federal environmental programs, c) good writing skills, and d) the ability to work well with people. The position is located in San Francisco.

STREETWIZE COMMUNICATIONS WANTS YOU!

Streetwize Communications is a leading not for profit communications agency specialising in communicating messages about social issues to young people and other groups. Streetwize produces resources such as comics, posters, postcards, animations, video and educators kits in consultation with the people the resource is trying to reach. We have a number of new Indigenous projects and are looking for the following positions on a consultancy basis:

Indigenous writer/researcher
We are developing a national resource on substance misuse for young Indigenous people and require a writer/researcher with experience or knowledge of health issues associated with drug misuse. The writer/researcher will have excellent communications skills and creative writing skills and be able to conduct focus groups with young people and health professionals in NSW and South Australia in conjunction with the Streetwize artist. The writer/researcher will also be responsible for writing a script. The writer/researcher will work in a team with the Streetwize artist and project manager. Streetwize communications believes that Aboriginality is a genuine occupational qualification and is authorised by Section 14 of the Anti-Discrimination Act of 1977.

Female Comic Artist
Streetwize requires a female comic artist to develop a comic artwork for a comic on gambling issue for Indigenous women. The artist will have skills in comic artwork and be able to attend focus groups with the Streetwize writer and Indigenous women in Sydney and rural NSW. The position involves developing a script to draft and final artwork stage. The artist will work in a team with a writer/researcher and project manager. Streetwize Communications believes that being a woman is a genuine occupational qualification for the above position and is authorised under Section 31 of the Anti Discrimination Act 1977.
